The total is extremely low, but the Under still makes sense. Cleveland’s game against Carolina produced only 39 combined points, and Thursday night creates a short preparation week for both offenses. Divisional familiarity should also help the defenses. Pittsburgh doesn’t need to turn this into a shootout to cover the spread. A game in the neighborhood of 20-16 or 21-17 fits the expected style and keeps the final score below 38.5.
